Paul French is on the streets of Hong Kong with the author of a new guide to Hong Kong's heritage and a preservation activist Pete Spurrier to talk about the apparent turnaround by the Hong Kong government on heritage policy in the city

Since 1997 heritage and architectural preservation have largely been ignored by the government and the major property developers that run the former British colony. However, NGOs community and civic action groups appear to have won the battle to save buildings and determine themselves what new uses they should be put to.

Is this a real victory for the people over the property developers? And what do the developers and the government think about losing control of the land?
