Australia’s carbon emissions trading regime, expected to become law in November, is better than nothing. But it highlights the differences around the world on how governments are approaching climate change, and what their electorates want them to do.

It is also an indictment on the lack of leadership in Australia on the most important moral issue of these times. International observers are asking whether Australia would be better with a carbon tax to prevent a carbon bubble.
