As was perhaps predictable, the publication of John Ruggie’s final report in his role as the UN secretary-general’s special representative on business and human rights has prompted considerable debate.

Ruggie presented his report setting out a framework for understanding the role of transnational companies in upholding human rights to the UN Human Rights Council in June.

But even before Ruggie had addressed the council, NGOs including Amnesty International, the International Commission of Jurists and Action Aid had already made clear their misgivings about his project.
